start with buying a boost gauges.... from what you said it sounds like you dont have one. What pressure regulator are you running? You may be leaning the motor out therefore the motor stutters. Check timing and maybe get an AFC to tune a bit better

change the pump to a higher flow walbro and you'll get way less surge. it'll continue to happen for the most part till you change the pump. This has worked to everyone i've gave advice on this same problem. You should change the strainer and filter as well but im pretty sure that wont solve...
