You need J30 5 Bolt axles or JDM 180sx 5 bolt axles. Its east to install in a s14, if your putting it into a s13 your going to need to change the back plate with the open diff back plate. No you can not use the 300zx axles, their to long.

OB2 Cars do need emission Testing. Anyting With OBD2 will be tested alot harder than OBD1. OBD1 is usually tested only for saftey features, IE, horn, lights, brake lights ect...
