Your water temp is a little low, The car that water temp reached 210 degrees had almost a 1000hp with a huge turbo, once the intercooler was changed the water temp was around 185 degrees after a pass 9.1 at 160ish mph, so I don't think it would effect your water temp, but air temp is still...

With the cheaper intercoolers the air intake temps get close to 200 degrees after a dyno pull or a pass or lap at the track. We changed to a garrett or percission intercooler and the temps dropped down to around 110 degrees. This has been noticed on a few different cars that I've been with...

yes front mount, I have the fan controller set to that, fans come on 60% at 180 and 100% at 190 but it never gets that high.

I would look at the tie rod ends first, that is most likely your issue.
