wtf are these "leg" things on the test pipe for?

so im test pipe shopping, looking for a resonated one, but having a hard time finding one.

i noticed a lot of test pipes have these "leg" things on them

what the hell are they for? i figured they bolt into the chassis somewhere, but not even the stock cat has that

im probably just gonna get the one without it so i dont have to hear those leg things rattling against the chassis, but id still like to know what they hell they are there for and if they do anything
 
*sigh* its for emissions states that use a mirror to see if you still have a cat. you bolt or rivet the stock cat shield to the test pipe, then from under the car, it looks like you still have a cat.

wtf are emmissions?? hahah i love Florida dont have to worry about that stuff.
 

im for real this isnt some 2012 bullshit in 2012 all cars in florida not older then 3- years old will be required to pass emissions. from whats been said it wont be as bad as cali but its still gonna suck.
 
i wasnt loling at the 2012 thing, i was laughing cuz everyone on here has shitty cars or race cars and we're all fucked, lol
 
like he said, if its older than a certain date, you dont have to go through emissions. im in chicago and my e30 doesnt have to pass emissions
