worth to rebuild a T28 turbo? if so what shop will do a reliable affordable job?how much i will be spending?

or just replace the Turbo, oppinios in alternatives w/out breaking my pocket
 
i dont think so but if your not planning on making power or dont have the money to get a new, used one, then rebuilding it might be your only option. it would help you told us where you were located so we can give you a name to a place close to you.
 
who makes the turbo? is it ballbaering? you can buy just the center section from the manufacture and reuse your housings, it would be cheaper than whole new one.
