positive vaccume pressure?

hey guys i have a 40 and i was wondering how i could achieve positive vaccume pressure on my ka24e, my vacume guage that i got always reads in the negative to i bought a vaccume controller but no matter how muchi turn it towards the positive it never goes up it only goes negative. i think the controller might be bad.
