Are you sure you're using the right size bolts? Loc-tite might work, but my guess is it would melt and be useless. How much torque are you putting on them?

Holset HX35, 8 blade. I was actually talking about my RB26 car when I said 20psi. This one can't go over 14 because it's already at 100% duty cycle with the base fuel pressure bumped to 50psi. Actually, it is. Take another look ;)
