No Rev Limiter

Well i no that the m/t 240 is supposed to rev limit at 6900 rpm but my car wants to go way past that. Idk if the previous owner reflashed the computer and removed it. I also found a black wire that was cut it the harness that goes along side the tranny. Ive looked in my fsm and i couldnt find what it was for. I also looked further down the harness and couldnt find the other end. Also there is a disconnected connector which i believe to be the 5th od one. Someone please help

there are 2 quick options that i can think of, 1) MSD 6al ( w/adjustable rev limit ) 2) bee*r rev limiter.

yuh but the msd gives you SPARK ( which would help with gas, response. etc... )
