fuel and power issue

my 91 is having major problems with gas mileage and I can smell fuel and oil burning. I've tried changing the MAF, and got some of the power back but I'm still going through 20$ of 87 octane in 150 miles. (This is normal driving, not racing everywhere.) The idle falls from 800 to 400 when i'm at a light, and it used to stall when i put it in neutral and hit the brakes..
It was recently rebuilt.. new pistons, rings, gaskets, etc.
It's an s14 head on an s13 Ka24de. everything's stock..

Can anyone offer some insight as to what could be wrong and how to fix it??

it was a good build. Compact Cars built it about 2000 miles ago.(2 months-ish) but the first shop I went to messed it up. (Import Preformance Tuning) IPT had the cams flipped, timing chain on backwards and convienently forgot to swap out my old can sprockets with the new ones i bought, as well as the chains. So Compact Cars tore it apart, removed the piston rings that had been locked onto the pistons.. and rebuilt everything for me. I'm starting to think i need to rebuild my second Ka and drop it in quicker than i wanted to. :(
 
sounds to me like that could be it if you know your way around a motor or can atleast follow directions dot it yourself that way you have no one to blame but yourself and you can be sure it was done right if you do it yourself
